Handicap selection table

The rule that chooses how many low score differentials count at each history size.
The handicap selection table tells TeeLedger how many of a golfer's lowest differentials to average for each number of eligible scores. For example, '6 scores → lowest 4' means TeeLedger sorts six differentials from lowest to highest and averages the lowest four. If no row exists for the golfer's available-score count, all eligible scores in the history window are used.
